Slip road flooded all the time

The slip road gets entirely flooded whenever the smallest amount of rain comes. It takes days for the water to clear. During autumn the road is constantly flooded causing damage to the vehicles parked on the road. There are two drains, one at the top and one at the bottom of the slip road. However, as there is a dip in the middle of the road, the water just sits there. There needs to be a drain installed in the middle of the road. We don't need a truck to come and pump the water out, we need a long-term solution.
