No pedestrian crossing

Sent to TfL less than a minute later. TfL ref: FMS5144840.
The traffic lights are not working and it appears that there is a new left turn filter out of Northend Road onto the A4 east bound and right turns onto south side northend have been prevent. no idea what the reason is but there is no provision to cross for pedestrians. One of the busiest it crossings as its directly north of West ken station. there is a diversion for pedestrians which amounts to a 20min detour (for those of able body). As you can imagine this is not followed and numerous pedestrians are crossing a full 6 lanes of fast traffic to get to and from West Ken station. this is an accident waiting to happen - there was a fatality earlier this year at the crossing further down near tesco. Same again this morning - Saw at least one near miss with a car and a pedestrian in the 5 mins I was at the junction. a left turning car nearly hit a person as they began to cross as the driver was looking right (as they need to) in order to check if the road was clear to join the carriageway. being one way they had already accelerated before they looked forward. Almost running over the foot of the pedestrian. Someone is going to be seriously injured or killed.
