The traffic light does not stay on amber long enough for people to finish crossing the road

I started crossing the road when the traffic light was still red. On one side of the lights waiting was a bus. The light then changed to amber, but instead of it staying on amber for a few seconds to give time to finish crossing, it turned green almost straightway. A moped overtook the bus and went across the crossing because the light suddenly turned green and nearly knocked me over. I then went to my car and drove to the crossing to check, and once again, the light was red, then amber for just a second and then green, and once again, pedestrians did not have time to finish crossing at amber before cars started trying to drive across the crossing.
