Manhole Cover Making Loud Noise

I just move in to Newfoundland Place, a residential tower on the corner of Heron Quays and Westferry Road in Canary Wharf. There is a constant loud clanking noise day and night of two manhole covers as cars pass over them which can be heard through triple glazed sealed windows. Photos attached. Please resolve as this is disturbing my sleep.
