Pedestrian crossing only works sporadically

Could someone please explain the logic behind these pedestrian crossing buttons not working outside of peak hours? I completely understand changing the frequency/priority when there is less traffic (both on the road and on foot) but whenever I try to use them pre-8am or post-7pm they don’t engage at all - not even with a long wait. I now frequently have to make a dash for it, which isn’t great considering the speed at which people drive down that road, and recent fatalities in the area.
