Traffic light stuck on red

There is a signalled bus gate lane just before these set of traffic lights. At those traffic lights, the signal for the bus gate lane is stuck on green, despite there not being any bus waiting at the signals in the bus lane (lane 1), and the signal for all other road users in lanes 2 & 3 is constantly stuck on red, causing traffic to back up. Drivers who eventually become aware that there is a fault with the traffic lights (i.e. not changing to green) are proceeding through the red signal with caution.
