Trees too high, branches too low

The trees behind our garden, next to our fence, are very tall and have a lot of dead branches. They block light into our garden (when in full leaf) and drop branches and a lot of debris into our garden (at this time of year), as well as a lot of leaves in the autumn. There are a lot of branches blown into our garden in high winds which could cause damage to property or even people. In addition, we struggle to get our grass to grow well due to lack of light and branch/leaf fall. We have lived here for nearly 3 years and have tried lots of things to improve the garden in that time but the only barrier now are the trees on TfL land. Please could they be cut down in height (or pollarded) and dead branches removed to improve safety. Obviously the sooner this is done before leaf growth starts, the better. Thank you for your help.
