Scaffolding with no permit and creepy men harassing residents

Scaffolding being erected with no notice to residents at all on Sunday morning at 8am. Blocking street near red route. Construction workers using scaffolding to peer through my windows and grin. Foreman threatening when asked for a permit and refused to show one.
