The lights are sometimes skipping the pedestrian phase

These lights normal sequence is as follows - Green for traffic on Balham High Rd - Green for pedestrians - Green for Balham Station Rd/Chestnut Grove
This week the lights are sometimes skipping the green pedestrian phase. This is a very busy junction and there have been some near misses this week as pedestrians assume they are about to have a green signal and start to cross.
I thought these lights were supposed to have SCOOT (split cycle offset optimisation technique) installed to ensure the lights stay green for long enough for pedestrians to disperse
