Traffic light stuck on red

I was waiting for the night bus at 3:15am. The N1 and 472 arrived at the lights controlling the junction from Woolwich town centre joining the main Plumstead Road. Both busses were waiting at red lights for 5-10mins. They were situated what seemed to be close enough to be considered normal (not too far away). Eventually a pedestrian realised the problem and pressed the pedestrian crossing button to change the lights. At this time of morning the previous 10 pedestrians did not press the button due to their being hardly any cars on the road. I have seen this issue before at the same location, and previous the driver had to roll closer to the lights for it to detect its presence and change. I believe the sensor is misplaced requiring busses to get closer to the lights than they are supposed to be for them to change, otherwise they indefinitely stay red forever.
