Traffic lights stuck on red

Not good enough for you to say it's not your problem. You're responsible for safety on the roads in London, the fact that these lights are repeatedly getting stuck on red, leading to cars driving towards each other from three directions, and pedestrians with no choice but to take a risk and rush across the road. What do you expect wheelchairs and pushchair uses to do? If the owner is irresponsible enough to allow this to happen twice, then you need to rescind permission.
