Long term foul smell in Shane street tunnel and surrounds

This is an issue that has been going on for some years. There is a foul,rotting smell emanating from somewhere in the Shand street tunnel. In warm weather the stink is powerful on nearby Crucifix lane and comes in through my front Windows. I am not alone in noticing it, often seeing people covering there noses when they walk past or through the tunnel. There is also strong smells of urine as the tunnel is often used as an open toilet but there is also this distinct scent of rotting fish/meat and or blocked drain . Please can this be investigated ASAP as it is quite disgusting at times.
