Potholes on private TFL owned road/Pedestrian Safety Issues

There are numerous pot holes on the road from Theobald's Grove Overground station past the arches to the car park entrance. I have uploaded a number of photos and have more but the maximum allowed is 10. Should you wish to see the others, please let me know how these should be sent to you. I would also like to mention the number of vehicles that are in various stages of damage/disrepair. Whilst a number of motor repair businesses are located on this road, there are vehicles that have not moved for over a year on this road and it is now at a point where cars are parked so closely to the entrance/exit of the car park an indeed the entrance of the road itself that there are blind turnings and there have been a number of near misses due to not having the full width of the road available and not being able to see clearly when turning into this road. I live at the end of this road and there is a distinct health and safety issue whether walking or driving on this road. There isn't and has never been a designated walkway for pedestrians and there are 2 housing blocks with young families at the end of this road. Finally I noted that the car park entrance/exit has been improved and resurfaced yet not the road itself and that a height restrictor had been fitted too. This has stopped the amount of HGV's large vans from using and turning in the car park (and also preserves the entrance tarmac for longer) yet there is no signage for speed or that large vehicles may have issues turning now. What happen now is that larger vehicles drive the full length of the road, realise that it is a dead end road and then try to turn where our housing blocks are. I should also note that the road narrows further here and so we now have larger vehicles that are going to damage our road surface (as did happen to the car park) and possibly vehicles parked on the road due to a lack of information at the entrance of the road itself that the road is a dead end and no turning for large vehicles (of which there are a few due to number of motor repair businesses in the arches). I propose that a pedestrian pathway is created inside of the car park fencing so that residents can get to the High Street/station safely under the street lighting (which could be better) and is only bearable as a business called YSS tyres has lighting outside their arch that provides enough illumination to walk down this road at night. Many neighbours including nyself walk in the car park rather than on the road as it is a bit more safer BUT we are having to walk around cars that may/may not see us and the designated walkway is far away from the lights and right next to the part of the car park where cars leave and enter!! A pedestrian could be walking right next to a parked motor vehicle but if walking in the same direction may not be seen by another motorist them or be able to see a car behind them potentially.
U have lived here for 14 years and I believe that overall this area has become much more congested with vehicles and I believe that TFL has a duty of care for the residents that use this road as pedestrians and motorists as well as business owners that lease their arches, to provide a safe working residential area, otherwise it will just be a matter of time before a serious accident happens. I have had a near miss myself whilst trying to drive out of this road as another motorist took a blind turning from the roundabout at speed and was not able to see the road as cars had parked to close to the turning obscuring his and my line of sight. I had been driving very slowly so as to avoid as many potholes as possible otherwise there would have been a collision.
This is unacceptable and I await your reply. Should I not receive any feedback I will be escalating this matter to Broxbourne Council's Environmental Health Services Dept. and my local Councillor.
