Large piece of broken concrete piping on cycle path

On Friday 30 August cycling along the cycle path at the side of the south bound A1 just after the bus stop after Bunn’s Lane, my front wheel hit a large piece of broken concrete jutting out of the grass. The front wheel buckled. I and my bike went flying head over heels crashing into the BT metal cabinet. My head hit the steel cabinet. I could have been seriously injured but I was saved by the cycle helmet.
My bike is damaged and needs serious repair, but I am grateful to be all in one piece with just a couple of scrapes.
That cycle path is narrow, overgrown by overhanging bushes and brambles which hit you in the face as you cycle, dangerous and poorly maintained.
This debris on the cycle path is dangerous.
Who is responsible? How do I claim compensation ?
