Greenwich waste collection bins on main pavement left as a chicane.

Sent to TfL less than a minute later. TfL ref: FMS6459412.

The pavement is impeded by these bins not allowing people or cycles, ( it being a shared path ), any room to negotiate it safely. Is it waste collectors or residents? Answer required please. This happens regularly.
