No traffic management, 45 minutes to cross the roundabout

No signs to explain it goes down to one lane Roundabout is gridlocked - no one can get on or off so everyone in the entire circle is stuck in a never ending loop for up to half an hour or longer Clearly some emergency works are taking place but the management of it is a disaster I have dash cam footage I can spend spanning the 45 minutes it took me to clear about quarter of a mile.
