Traffic lights didn’t have pedestrian optoon

The traffic lights at the junction of City Road and Graham St did not cycle to a pedestrian option today around 5.45pm. It let traffic go east-west and vice versa on City Road, then allowed traffic to turn out of Graham St but instead of then going to Green Man for pedestrians it went back to City Road traffic every day. I cross this street every day with my 3yr old daughter after nursery and we waited two full cycles until we realised there wouldn’t be a green man. I picked her up in my arms and crossed on ‘red man’ but this is unsafe to do every day. Can we get green man and pedestrian crossing moment back please?
