Vehicles stopping in wrong place for ATS

A243 leatherhead road has a ATS controlled T junction with Merritt Gardens. The issue is there is a light controlled pedestrian crossing to the immediate south of this junction and at the crossing TFL has put the distant red ATS for vehicles . Vehicles travelling south on the A243 pass the stop line for the junction when green but then stop at the pedestrian crossing when this light turns red as the ATS lights are visible and vehicles believe they have to stop here. This is not the case as there is no stop line. This is causing numerous crashes and safety issues - on one side traffic stopping incorrectly at the crossing are blocking the junction for traffic from Merritt Gardens to turn right meaning they are blocking the junction with solos travelling at speed. Also cars travelling from Merritt Gardens are turning right from the junction into the A243 and then notice a red ATS and slam on their brakes causing collisions from cars behind when they should be moving.

I have attached Google street view images showing the lights in question and no stop line. The ATS light need to have a filter installed so not to confuse drivers. I have seen several crashes and my own relative admitted to causing a crash due to this thinking they should stop.
