The South Lane Intersection with the A3 is in urgent need of a deep clean. There is a significant level of built up debris, dirt, litter and weeds in the gulleys and pavement areas. Kingston Council are responsible for street cleaning and not TFL. Under Section 89(1) of the Environmental Protection Act (EPA), street cleaning on public land including street cleaning falls under the responsibility of the local council. This includes the job of cleaning footways and road carriageways of litter.
