Defect to tunnel wall

I would like to report a safety issue arising from a large defect in the eastbound tunnel at blackfriars underpass. Around 1/3 of the way through the tunnel there is a large spall of concrete blown away from the tunnel wall on the right hand side nearest the traffic. The spall has been getting progressively worse over the past year or two and is now very large and extends some 3m up in height. I am a concrete repair professional and from my experience and in my professional opinion this spall will fall away at some stage soon. The vibration of a passing HGV or car may be enough and a piece of concrete this large falling from the wall into moving traffic could cause serious injury or a road traffic accident. There are various other spalls in the tunnel and i feel it would be advisable to get an engineering team to take a look and perhaps conduct some make safe works if they agree with my concern. I am involved with these types of works daily and would advise that there won't be much warning when that concrete does eventually fall away and it likely weighs around 100kgs if it fell as one lump. The amount of spalling i have seen in the tunnel also suggests you have an underlying issue that needs addressing or it will continue to deteriorate. Reporting it makes me feel i have done my bit to avoid an accident.
