Damaged / open gas cover

I am very concerned about this gas cover, which has been open and fenced off for months. There is a strong smell of gas, indicating a safety risk - it's also a significant trip hazard and the hoarding (much of which is collapsed on the pavement) obstructs access to an extremely busy tube station. I don't know why this has been allowed to persist for so long. It needs fixing urgently.
