Temp traffic lights are all out

I left the house at 0730 and these temp lights were working but someone has switched them off most likely which I experienced on my way back at 0930 this morning. The same thing happened last weekend. These are permanent temp lights on a weak railway bridge which make the traffic single line only on a blind hill so it is really dangerous that they are not working. This is not only dangerous but it will be an absolute nightmare for everyone on Monday morning, 25 November if the fault is not fixed immediately. Thanks for your help. I tried calling the urgent hotline but all I was able to do was leave a voicemail which I did. This whole episode has taken me more than 30 minutes to report - it shouldn't be like this.
