Traffic light stuck on red

Sent to TfL less than a minute later. TfL ref: FMS6904121.

The traffic lights on richmond road merge with mare street are out of sync. I was there for 15 minutes while it was stuck on red before doing a U-turn and leaving. The opposite lights on mare street cycled through red and green multiple times but the one on richmond road stuck on red
