Incorrect 40mph repeated sign

About 12-18 months ago, in the north/easterly traffic flow direction, a unlit 40mph repeater speed limit sign appeared on a lamp post, only on the right hand side of the road approximately 200meters before the 40mph section begins. The section begins with 2 correctly sized, hi vis and lit speed limit signs. This small incorrectly placed sign causes some drivers to suddenly break in an unexpected place.
