Traffic Lights - inconvenience

Please note the traffic light on Cathall Road (opposite Harrow Green Library and next to melon road ) that leads onto Leytonstone high road is causing traffic that tops over 30 minutes to get through Cathall road by car in the morning and evenings over the past month or two.
Please investigate as a matter of urgency as it results in a lot of inconvenience. The red light approximately feels like it appears for 5 minutes whereas the green light possibly only 30 seconds and then the cycle continues. Furthermore, the traffic on Leytonstone high road at these times are clear.
