Uneven surface caused by poor repair

I had a bad crash on my bicycle yesterday (Tue 21st Jan 2025), travelling Eastbound along the Victoria Embankment (a3211) in the dedicated cycle lane. As I was getting close to Blackfriars Bridge, there is a dropdown section in the island that separates the cycle lane from the road. This section allows cyclists to cross from the lane to join the road, and vice versa. The kerb in this section drops to the same height as the cycle lane (flush) to allow cycles to turn across it safely. However, there appears to be a badly repaired section where there is a lip of kerb approximately 1 inch. I did not see this, and his caught my front wheel as I turned across it causing me to crash heavily to the ground where I fractured my elbow.
This needs to be fixed asap as it remains a risk for the many cyclists crossing this section every day.
Secondly, I would like to claim compensation from the council for my accident to the tune of £10,000. I had a GoPro filming whilst I cycled and have provided the footage below. I added a slow motion section at the end where you can see how my front wheel catches on the exposed bit of kerb and pitches me from the bike:

I spend most of the 21st January 2025 in hospital where an XRay showed that I have fractured the radial bone in my elbow. This is extremely painful and now means that I an unable to perform any exercise using my arm for the next 6 to 8 weeks whilst this recovers. This is making my job extremely difficult due to only having one operational arm, plus means I cannot partake in activities such as sport, exercise, walking, gaming etc. over the recovery period. I already suffer from a back issue, this requires daily physio exercises that I now cannot perform until my arm has recovered. This will exacerbate my back condition and delay my rehabilitation there also.
I can provide pictures of my Xray and other injuries, please let me know if you require further medical records as proof of injury?
I would rather deal directly with the council on this claim rather than employ an Accident Compensation Legal Company, as the involvement of such a party would no doubt cost the council significant administration time and cost in addition to any claim. However I will use such a firm if the Council does not want to deal with me directly on this matter. I revisited the site on my way back from the hospital and took a film of the damaged paving area:

I would appreciate a prompt response to this, as I want to ensure that further cyclists are not injured and this damaged section is fixed asap. Plus you are exposed to further claims all the while this is left unattended.
I first reported this to the City of London Council, who have directed me to you.
