Stuck on Red

Hi, I’m not sure if the traffic lights at the crossing (w8 6qh) were working properly on 27 Jan. When driving from the Lexham Gardens and turning left on to the main Earl’s Court Road, the red light on a side road (Lexham Gardens) was stuck on Red and haven’t changed for 4-5 cycles, even though the lights were changing on the main road (Earl’s Court Road). I wasn’t sure if it’s normal and how to report it. Thank you
