Right filter light stuck on red

Sent to TfL less than a minute later. TfL ref: FMS7148687.

Driving from the Falconwood Station end and wanted to turn right into Welling Way. The ahead light was green but the right filter was red. Waited over two whole sequences of lights and the right filter did not change even though hardly any traffic around. I ended up having to put on hazard lights and proceed on the red light when the main road was green, but no cars coming from the other way.
