Horrific Phasing

The ATS phasing is absolutely horrific on Wormwood St westbound junc of Old Broad St. The green phase is so short it causes long queues back to Bishopsgate. Wormwood St is also filtered down to one lane making the logic of a short green phase even more baffling.
There is absolutely no need at all for the phasing to be this short as there is almost zero traffic on Old Broad St! The phasing could easily be much longer on Wormwood St westbound thus clearing the continuous congestion.
Why is the camera operator in the LTCC not realising that a simple tweak of the phasing would clear the totally unnecessary build up?
