Temporary traffic lights causing mayhem

Hi, the big chunks of South Circular has been closed off at the beginning of March - this has been a complete disaster, with buses delayed, ambulances and fire enginees stuck in traffic and even more noise and pollution affecting people in the area. This is an A road, normally very busy and now it has become a complete nightmare.
Can you please explain what work is being done as there has been no movement so far. Because of where it is, the work should be carried out 7 days per week and long hours or even overnight to finish as soon as possible; I've just walked by and nothing happens, no workers and nothing is being done.
Is this really going to be left like this for 13 weeks?
Can we have signs put in place asking drivers not to honk as people live in the area.

As if it wasn't enough the Thames Water has dug out a hole at the top of Lordhsip Lane / Wood Vale and blocked the bus lane. Am not realy sure why to even report it since nothing ever happens / no one takes any attention of anything, really.
