All 3 pedestrian crossings are stuck on red for pedestrians

All three crossings at this junction are not changing to green to allow pedestrians to cross. They are all showing a red man and pedestrians are not being included in the sequence of the lights. It is dangerous as people are just having to chance their safety to cross.

These lights seemed to have been fixed a week or so ago and were working fine, however this morning they have gone back to not including the pedestrians again in the sequence. I was nearly witness to an older lady being struk by a car this morning trying to get across as she had been waiting so long. It is really dangerous, especially in rush hour.
