Big pool of water in the road after rain

I am the councillor for this part of LBH Hounslow - I raised the following case with the Council.
"I have reported this issue before - when it rains, the crossing floods, making it impossible to cross the road at the pedestrian crossing. There is a drain at this location, but it is blocked. I was previously informed that it is a TfL matter - all they seem to do is send someone to look at it, after the waters have gone and no action is taken. This has been a problem ever since this junction was rebuilt after construction works on this site several years ago."
I have received the following reply from the Transport Project Officer at LBH
"I can confirm that this has been checked with the relevant department and unfortunately it has been confirmed that this is a known issue and has been going on for a long time. It’s due to collapsed drainage in the area but, as it’s on the south circular, which is a TfL road, so you would have to deal with them direct unfortunately."
I have seen from your website that many residents have raised this matter and that you have closed the case repeatedly without undertaking any works.
