Dear Sir/Madam,
I am writing as a deeply concerned resident regarding Bus Stop GB, located outside 164 Old Brompton Road, SW5 0BA, in the Royal Borough of Kensington and Chelsea. This stop is served by the C1 bus and is situated in a residential area with families, businesses, and institutions nearby.
Severe Antisocial Behaviour and Public Health Concerns We are experiencing persistent and escalating antisocial behaviour at this bus stop, especially at night. Individuals regularly use the shelter to take drugs, as evidenced by images we have collected. It has also become a hotspot for public urination and the disposal of litter and rubbish. Most worryingly, there has been a recent surge in the use of nitrous oxide (“balloon drugs”), with canisters and balloons frequently discarded around the shelter.
These activities are not only illegal but create an environment of fear, distress, and health hazard for local residents and legitimate bus users. The shelter’s design, which allows people to hide from view, directly contributes to these problems by enabling illicit activity to go unnoticed.
Legal Responsibilities Under the Anti-social Behaviour, Crime and Policing Act 2014, TfL and local authorities have a legal duty to address persistent antisocial behaviour in public spaces. The Crime and Disorder Act 1998 requires public bodies to work together to reduce crime and disorder. The Equality Act 2010 obliges service providers to ensure public spaces are accessible and safe for all, with particular regard for vulnerable residents.
Urgent Request for Action Given the severity and persistence of these issues, I urge TfL to: • Conduct an immediate review of Bus Stop GB’s location and shelter design, consulting with residents and local stakeholders. • Relocate the bus stop further down Old Brompton Road, away from residential entrances, to reduce its negative impact on the community. • Redesign or replace the shelter with a clear glass or open format that maximises visibility and deters hidden activity, in line with best practice for crime prevention. • Remove the shelter entirely if a suitable redesign is not feasible, to prioritise public safety and community wellbeing.
We ask that you treat this matter with the utmost urgency. Residents should not have to endure nightly intimidation, health hazards, and criminal behaviour outside their homes. I am happy to provide further evidence or participate in any consultation process.
