Pedestrian crossing too close to minor road

When the lights change for pedestrians to cross and there is a car turning onto Tooting Bec Rd from Elmbourne Rd towards Streatham, cars frequently do not see the red light and run straight through the crossing while pedestrians may be crossing. I have nearly been run over twice there because of this and as recently as today I witnessed a car blowing through the red light and a pedestrian needing to jump back. The crossing is far too close to Elmbourne Rd, and the way the lights are positioned make it difficult for drivers to notice the light changing to/being red.
