Excessive noise in the early hours

I am furious, tired and writing to you both this morning regarding the roadworks that happened outside my apartment block between 1.45am - 5am this morning.

I was ripped out of sleep at 1.45am by the sound of drilling right outside my apartment. A team of workmen were digging up the road with a small excavator. I live in a modern sound insulated apartment but the noise inside was unbearable. I did go downstairs to ask the workmen what was going on, and they said “the council” had instructed them to do the work at this time as “there is less traffic”

It must be the third time this year this part of the road has been dug up, always at night, normally about 10pm which is bad enough, but NEVER has this happened at this time of the morning before. This is completely unacceptable, I have rights to be able to sleep, I have a very busy day at work today which is now made harder by the fact that I missed 5 hours of sleep because of this. I understand it’s a busy road, why the road needs digging up AGAIN is beyond me, and why it needs doing at 1.45pm is a disgraceful disregard for my human rights. The work could just have easily been carried out at 9pm, where the road has quieted down substantially to not affect traffic too much.

I want answers to why this happened at this time, I want to know who is responsible for this decision (I’m sure they wouldn’t have given this green light outside their own home) and assurances that this will NOT happen again. Surely residents have rights, rights to be informed beforehand that this is planned and rights to a good night's sleep.
